User fees have different qualities than general taxes, primarily that the user is able to see the direct benefits of those fees.

Finding a long-term, reliable funding source for the Highway Trust Fund must be the top priority as we work on an infrastructure bill.

Right now, it is a trust fund that we can't actually trust.

I am also concerned about suggestions that Congress could use corporate taxes or even a carbon tax to fund infrastructure.
