You have worked through that. All of our States that had concerns about that know they will not be usurped by preemption, that we will commence and you have to reduce your standards.

We have a much more immediate need in West Virginia, attracting enough private investment to build out basic wireless infrastructure.

Without investment by the Federal Government as well as incentives for private investment in such areas, states like West Virginia will never experience the full benefits of a networked society.
