I do not support dismantling that wall between the two and injecting the Federal Government to setting curbside collection requirements and recycling standards for discarded items that are not hazardous.

As for the recycling issue, it concerns me because I come from a rural area.

I don't want to go back in time on this.

I think we have to be careful about what we are approaching on this.

I am curious to know what is the length of permit today to start a nuclear power plant?

It seems like the regulators or whatever the process is, is extending longer and longer.

The excessive use of the small refinery waiver over the past three years has been incredibly harmful to Iowa farmers.

I think the people of Iowa, the people of the Midwest, these corn growers and soybean producers on a bipartisan basis are going to continue to press as hard as we can on this issue.

I strongly encourage you folks to make sure that you accept that decision and that you will apply it nationally going forward.

As you are well aware, the Tenth Circuit Court of Appeals recently found that EPA had exceeded its statutory authority in issuing small refinery waivers to companies who had not received waivers in the prior year.

When the hospitals and mines are closing down, don't shut down our refinery.

But the Fourth Circuit agreed with them. You all didn't agree with them. So I am just asking because I am running out time that you will rethink that again.

Rural America is still hurting and here we have now the last refinery which creates jobs in West Virginia and if we don't get that exemption, I don't know that they have a long-term future.

If you don't have it, then maybe that is a role for Congress that we need to have this to get a sense, because the children are spending more time in their home than they are in our schools and our daycare centers.

I want to also thank you for your prompt response to my inquiries over the last few weeks about the Paden City water problem.

I do want to congratulate Administrator Wheeler for some of his recent actions to provide Americans safe drinking water.

I am pleased this administration has deployed objective metrics to better access deliverables.

I have said it before, but I believe it bears repeating, we need to not only know how American tax dollars are being spent, but are Americans getting a better quality of life for the return on their investment?

I want to give them--if we offer all these tax credits for everything else, why in God's name aren't we doing the same thing for lead-based pipe in our homes?

Several of you have come close but then you stopped.

We give tax credits for residential energy tax credits that deals with high-efficiency boilers, furnaces, and solar panels.

Why aren't we offering a tax credit for people to be able to remove these, or grants?

It is important for us to continue this effort to try to reduce the emissions and I think we can do this with innovation.

American innovation in carbon capture technology and utilization will--the premise I am working under, will lead to reduced carbon emissions, not only in America but, more importantly, around the globe, especially in China and India.

If America doesn't lead the way on carbon capture technology, who will?
