I want to close very quickly. Why are the tribes excluded from this regulation?

I know I am way over time. I would just be curious how they are going to change their operation.

But the proposal says that the tribes are not obligated to adopt or implement any of the ambient air quality standards for ozone.

So my first question of two questions would be to the coal industry to reverse this decline?
