I don't think we need to apologize in any way for failing to address the goal of all of this.

I think we do need to very aggressively work with other countries in the world to try to come up with a more sensible approach.

We intend to move this legislation in the near future to make clear to the EU and the international community that the United States does not intend to participate in the unilaterally imposed process.
