I believe beyond a reasonable doubt that he repeatedly committed perjury. I do not believe our President should be held to a lower standard of accountability than other citizens who perjure themselves. If anything, he should be held to a higher standard because of the trust proposed in his office and because he is the chief law enforcement officer in a Nation whose very foundation is the rule of law. Other Federal officials, including three judges, in the last dozen years have faced removal from office after committing perjury. So should our President. Therefore, Mr. Speaker, I will vote to refer articles of impeachment to the Senate.
