I really want to thank you for the opportunity to testify today on bipartisan legislation that I have introduced.

This is obviously unacceptable.

I wanted to thank you for fully funding the Jason Simcakoski Memorial Opioid Safety Act and PROMISE Act.

I've been particularly concerned about access to quality stroke care for our Nation's veterans, especially those veterans living in rural areas in Wisconsin.

I wanted to share a reflection of a roundtable with stakeholders that I had in northern Wisconsin.

How can we justify giving the wealthy a tax cut while we take healthcare away from 23 million people?

There have been zero public hearings, the text of the bill in the Senate has been kept secret, and not one Democrat has been asked for their input.

I will be first in line to help repair the ACA because we all know that there are things that need to be fixed.

Please explain how you plan to combat the growing epidemic with these cuts, specifically the ones that I just outlined.

I still continue to be perplexed that your budget claims to fight the opioid epidemic while simultaneously proposing really drastic cuts to critical behavioral programs.

The fact remains that nobody has had the opportunity to see what's being drafted by the Senate Republicans right now.

I'd like to know if you would join me and my colleagues in calling on the Republicans to hold hearings here in the United States Senate.

Do you agree that this secret and closed-door process on this partisan bill is unfair to the American people?

The Republicans in the United States Senate are still operating in secret to craft their plan.

Do you agree that insurance companies should not be allowed to charge individuals struggling with addiction more for coverage because of their preexisting condition?

But this was a crisis prior and has actually stemmed.

There's a difference between intentions and plans and reality.

If addressing opioids is a top priority for you and for this administration, how can you possibly back a plan that would take away coverage and increase costs for people struggling with addiction?

The legislation that you support will dramatically increase and shift health costs onto Wisconsin and our families for substance abuse and mental health services in particular.

The bipartisan Military and Veteran Caregiver Services Improvement Act would expand eligibility for the VA's caregiver program.

I have introduced bipartisan legislation that would better serve caregivers, including our military families.

This bill, which I introduced with Senator Tammy Baldwin, has passed the HELP Committee.

We are not winning in Afghanistan.
