I just refuse to agree with the gentleman's proposition there about laying Federal employees off. This does not state that, has nothing to do with that, in fact. It just simply says that this is a tool for the Department of Defense to use. It does not require public-private competitions to go forward. I just believe in the Federal worker. I believe in the free market as well, that competition is a good thing, and it needs to be introduced, because this is how we will make our defense dollars go as far as they can possibly go. I see this as a duty to the American people to advance this amendment. I ask my colleagues to support it. I yield back the balance of my time.
