I thank the gentleman from Florida for yielding, and I'm going to support his amendment. I share my colleagues's desire to curb the abuse of agency guidance documents and other agency directives, statements, and actions that too often have escaped adequate congressional scrutiny. The amendment brings within the scope of the Congressional Review Act and the REINS Act rules of agency practice, procedure, and management that could be abused but otherwise would escape a congressional check and balance. It is a measured first step in reining in agency excess, and I look forward to working with the gentleman in the future to see if we can identify additional ways to rein in abusive agency practices and guidance. I urge my colleagues to support this amendment.
