I yield myself an additional 30 seconds to respond to the gentleman. I will just say to the gentleman that the doctrines that the court has imposed upon internal operations of the Congress have historically called for judicial restraint, so it will be very rare, in my opinion, that you will find courts involved in this process. I believe that there is very good material, which we have put into the record in the Judiciary Committee, that would reflect upon just that process. This is something that the Congress has to resolve for itself, and that's why we need it in the Constitution, because the Congress does not resolve it now. I reserve the balance of my time.
