My understanding is that GSA is probably doing a pretty good job of dealing with this, but again they are acting, as the chart showed, under the direction of OMB.

It certainly can take the President and his people off message. And it certainly prevents them from dealing with the issues they want to deal with in the timeline they want to deal with them.
