I can understand the impulse for a moratorium. I am not at all sure that a blanket moratorium as broad as this one will produce any higher degree of safety than a more targeted kind of thing.

I do not think that is what the original filibuster rule had in mind, but it has become the norm.

We will not only lose the industry, we will lose the skills that go with it.
