We are trying to do something about it. I am trying to do something about it for the young, for the old, and I hope those of us in the middle can help on it while we can.

We want Washington to be a model city that will take all of these Federal services and give them special attention.

This is just the first step. The Federal Government can go in to 90 percent of the funds, underwriting them.

We don't want this to be just a conversation piece. We want results.

The quicker the better. Yesterday. It will take months.

There are a lot of them in the country. I want to see that they have a nursing home and medical facilities where they can go with their chins up and their chests out-and proud.

We have to do that. I want to get a nursing home where your mothers and fathers, mother-in-law and father-in-law--when they get to a certain age and they will not live with you; they don't want their son-in-law or daughter-in-law taking…

I don't want to have a press conference, but I will take some questions before I leave.

In addition, I hereby direct the head of each Department and agency to take steps to reduce U.S. official travel overseas to the minimum consistent with the orderly conduct of the Government's business abroad.

I am requesting all Department and agency heads to reduce official travel outside the U.S. to the minimum consistent with orderly conduct of the Government's business.

I expect each Department and agency to cooperate fully in this endeavor.

As a part of my program for dealing with our balance of payments problem, announced on New Year's day, I would like you jointly to take the specific measures to reduce U.S. employment and curtail official travel abroad, as outlined herein.

This directive shall not apply to--travel necessary for permanent change-of-station for U.S. employees, for their home leave, and for medical and rest and recuperative leave.

Your objective, in this second step, should be to reduce U.S. employment by substantially more than the 10 percent immediate reduction taken in the first step.

The number of South Vietnamese living in areas under Government protection tonight has grown by more than a million since January of last year.

Aggression will never prevail.

America will persevere.

This Nation simply cannot accept anything less without jeopardizing the lives of our men and of our allies.

But our goal is peace --and peace at the earliest possible moment.

This year I shall propose: That we launch, with other nations, an exploration of the ocean depths to tap its wealth, and its energy, and its abundance.

In Asia, the nations from Korea and Japan to Indonesia and Singapore worked behind America's shield to strengthen their economies and to broaden their political cooperation.
