H.R. 5083, the VA Appeals Modernization Act of 2016 comes as a result of a collaborative effort among VBA, the Board and 11 major stakeholder organizations-including DAV-that assist veterans with their appeals.

What it does is remove a privacy requirement that is unique to the VA that effectively prohibits the effective sharing of patient medical records between the VA and community providers through the Choice program.
