when Betty Ann and I came to Congress in 1989, Herb and Laura were some of the first people we met. I was on the Committee on Armed Services at the time. And he was a good and decent man. More than that, he was a gentleman and a friend to me, he and Laura to Betty Ann and I. We traveled many times on CODELs to the NATO meetings with I see the gentleman from Nebraska (Chairman Bereuter) over there and the gentleman from Virginia (Chairman Bliley). And I could just simply go on and on. I am going to say this about Herb Bateman: he looked for the best in others, and he gave us the best he had. He always put his constituents and his country first. And if there were more Members of Congress like Herb Bateman, this place would be a better place and our country would be the better for it.
