If you look at all of the former Warsaw Pact countries that are now members of NATO, we are in a conflict that is global in nature. NATO is evolving from a static, land-based defense force to a security force that relieves our men and women to the extent they supply troops. It relieves the American taxpayer to the extent they help us pay for these efforts toward our common defense. Again, were this just an American expedition, perhaps this debate would be more worthwhile, but it's not. So in the strongest possible terms, I would urge my colleagues to reject this.
