For the purpose of closing. It is vital that Libya's path toward rebuilding democratic institutions, after years of conflict, is not upended by those who seek to fuel violence and instability. H.R. 1228 sanctions outside actors responsible for human rights abuses and creating conflict as well as directing additional United States' assistance efforts to strengthen Libya's democratic governance.
