the problem is, there is some concern about the process here, because there was an attempt to assure that the minority, I think, was included, but when my objections arose on my behalf, and I think the gentleman from Pennsylvania [Mr. Shuster] also was concerned about this, that seems to have been ignored in the process, and we moved forward without the minority being given due course.
