the gentleman makes an important point. It is my understanding, for instance, that the chairman of the Committee on Energy and Commerce sent a letter to the Committee on Rules specifically asking that the germaneness waiver not be granted and, you know, in the case of the Science Committee, it is true that the majority did agree to waive it. I did not, however, and really did not find out about the fact that this was moving through until after the committee had already said to go ahead on it. I think that is bad policy. But that is a problem within our committee, not with you. In reference to the Committee on Energy and Commerce, I think you did have a letter from the Energy and Commerce chairman asking you not to grant the waiver.
