Yes, I think some are just concerned that we understand what these impacts are before we move forward because the concern is sometimes after a ruling is made and you continue to study these issues, it is very hard to get the genie back into the bottle, so to speak.

It seems to me that any nuclear power plant whose operator makes the significant investment to pursue relicensing during the compliance period, that should be treated as new capacity.
