It is clear to me, however, that this legislation is poorly crafted, as has been pointed out, in terms of the benefit to the taxpayers.
There should be no confusion on this point. The legislation passed by Congress gives the FCC flexibility to design auctions in a way that allows everyone to participate, including smaller carriers.
But isn't it as simple as--you know, people want to know how can we do this. It is simple: Ask.
You deserve answers, and we are here today to try to get you some answers and to make sure that there is accountability and to make sure that this doesn't happen ever again.
