It seems to me that any nuclear power plant whose operator makes the significant investment to pursue relicensing during the compliance period, that should be treated as new capacity.

Whatever their rationale may have been in the past, there is no reason in today's environment that over-the-air broadcasters should be allowed to play music without compensating the artists that perform it.
