I would say to Mr. Gardner, and people that are co-sponsors of this bill, you may want to consider, based on what is going on in the world with the Russians, the Chinese, Pakistani, Turkey, how these countries are flaunting our trade laws and cleaning our manufacturers' clocks.

Yes, I think some are just concerned that we understand what these impacts are before we move forward because the concern is sometimes after a ruling is made and you continue to study these issues, it is very hard to get the genie back…
