The President recently went on tour touting his plans to create a new middle-class jobs program. I think he needs to take a good look at Job Corps and existing ones like this program today.

I start today as well with three groups of Americans that I and I'm sure this entire room is most concerned about when it comes to Job Corps.

The Department's mismanagement of Job Corps could ultimately cost as many as 30,000 struggling youth the opportunity to better their future and potentially 10,000 staff jobs supporting these students.

We're very concerned about what happens to those students and the results that we hope for them as they focus on their careers and a job and contributing to our economy.

I think the administration is deviating severely from the normal rulemaking process, and it is a real problem with regard to the stakeholders.

We have made progress in the last few years: we passed the mental health parity law, requiring health insurers to cover mental health benefits at the same level as other medical benefits.

I am pleased that President Obama recently committed to finalizing the mental health parity regulations.

Approximately 28 percent of the NIMH budget was devoted to pediatric research in mental health in fiscal year 2011.

Individuals with mental illnesses tend to have lower incomes, higher health care expenditures, and are more likely to be enrolled in public insurance programs like Medicaid.

We also need to address the stigma that still surrounds mental illness.

What is needed most is increased investment in treatment services.
