it is my intention to assure the gentleman from Vermont (Mr. Sanders) that I am going to make every effort I can to ensure that the money is spelled out in the bill. I think the intent is clearly spelled out sufficiently for them to spend the money anyway, but if the gentleman is concerned that it is not, well then we will insert the figure $2.5 million or whatever the number is.
