Collaboration between our committees will allow us to answer the important questions that face us.

However, current Federal laws and regulations provide few rules of the road for those who want to engage with those emerging technologies.

Frankly, if we are going to get the kinds of progress that we need to get, we are going to have to do it working together.

Last Congress the Science Committee worked together on a historic achievement, passing the first comprehensive authorization of the DOE Office of Science in the CHIPS and Science Act.

I find this odd, given our recent IRA and IIJA windfall.

The innovations and discoveries gained from this facility may unlock a new age in computing, energy, and medicine.

I thank the ranking member for her very thoughtful and extremely accurate comments. Mr. Speaker, I yield to the gentleman from Florida (Mr. Posey), who is another Member who has worked extensively with our dear friend.

I thank my colleague from Texas for those very thoughtful and very wise words. Mr. Speaker, I yield to the gentlewoman from California (Ms. Lofgren) who has had many opportunities over the years to work with our mutual dear friend.

I respect the courts. I respect differences of opinion. But when the science is generated by people closer to the issue in the field and the use, I think we have to give them the benefit of the doubt.

I believe it is clear that the SEC should not move forward until a proper impact analysis can be conducted.

Let's try and get it right, not get it done in a hurry.

The proposed rules have a major impact on every asset class under the SEC's jurisdiction, with serious consequences for public companies, investors, and retirees.

I encourage all my colleagues to listen closely as they point out the difficulties they faced and how an organic act can avoid these problems in the future.

NOAA is one of the most important agencies within our committee's jurisdiction.

In short, this bill streamlines NOAA's operations, it makes it easier to carry out critical environmental research and weather forecasting.

However, my belief is that NOAA's mission and its important role in research and development warrant a placement outside of the Department of Commerce.

Importantly, this bill would provide the opportunity for greater accountability by allowing Congress to engage in a level of oversight which has not been possible new to--due to NOAA's unwieldy structure.
