Because one of the amendments last night in the hearing, in the budget markup, was to implement the framework from the Debt Commission, the Bowles-Simpson Commission, which said two-thirds of the savings should be cuts and one-third should be revenue primarily from the top 1 percent of the people who have had all these benefits over the last 30 years. Every single Republican on the committee voted against implementing that framework, which was Heath Shuler's amendment, and it is to be noted that they had an opportunity to vote for that and they shirked their responsibility.
