Madam President, I appreciate very much Senator Sessions' comments, and even more I appreciate his work on this legislation. He was one of a couple of real key players in this legislation passing because he did such a good job of explaining to colleagues why this is a plus for American manufacturing and a plus for job growth in our country. I think about his comments, and the major opposition to this bill has been an accusation or a contention from opponents--whether from some Members of the Senate or the House or some newspapers or economists-- who say this would result in a trade war. Fundamentally, as Senator Sessions' comments indicate, the Chinese are not going to initiate a trade war against their largest customer. We buy one-third of Chinese exports. Of all the hundreds of billions of dollars of exports they do around the world, one-third comes to the United States of America. Pretend you are in business for yourself and you have a customer who buys one-third of your products, and they do something to make you mad. Are you going to declare war on them? No. You are going to sit down and figure out how to make it work. We can never predict the future on darned near anything with certainty, whether it is the Minnesota Twins finishing in last place this year, Madam President--which I never would have predicted because they were a good team in previous years--or whether it is trade law or the economy. But we knew that as soon as we passed this, two things would happen.…
