“I want to add my voice of support for the modification. We are all very wary of having Congress intervene in the middle of the adjudicatory action by the FCC. I think all Members are aware that there is a great deal of money available in the disposition of this matter. What I like so much about the modification, Mr. President, is simply this: It leaves the FCC free to pick an option that raises the most money for the Treasury. It puts this Congress in a position of not trying to dictate an option that may be less advantageous for the taxpayers. It makes it clear that the FCC retains some power to pick the best option for the taxpayers--one that will bring in the most revenue to the United States.
