I rise today to support the burden- sharing amendment to the Department of Defense reauthorization bill. We have a chance today to cut Federal spending, to lower the deficit and to lower defense costs without sacrificing military readiness. The United States has protected Europe for the last 50 years. We provided our European Allies with troops and political support. It is now time that our allies come forward to share the financial burdens that are associated with this security. The United States is faced with a huge budget deficit, and we must take care of our own financial problems. If we, as a nation, are to continue to provide the security, and the safety and strength to our European Allies, and to Japan, then they must come forward and pay for the security that we have provided them over the past 50 years. I say to my colleagues, ``I don't understand the logic at a time when many communities in the United States are struggling with the effects of base closings that we continue to subsidize the defense of wealthy countries in Western Europe and in Japan. It's time they started to pay their own way instead of relying on Uncle Sam.'' ____________________
