Mr. President, I appreciate Senator Blunt's maiden speech, too. I had the honor of listening to it. Of course, I disagree with his comments. I have heard all this before. I have heard Republicans say this is a bad law, that we have to deal with all these issues. I hear that over and over. But I also notice, by even a cursory observation or a look back at our Nation's recent history, that when President Bush was in office, when our Republicans controlled the House of Representatives and they controlled the Senate, the only thing they did on anything relating to health care or pensions was try to privatize Social Security. They didn't really do anything to try to provide health insurance for people who did not have it. They passed no real consumer protections in terms of eliminating preexisting conditions. They did nothing for a 23-year-old to stay on their parents' health insurance plan. They were woefully inadequate in their efforts to assist small businesses in providing health insurance for their employees. So, Mr. President, it really is the same kind of empty rhetoric we have heard from Republicans for years. They do not like doing it this way, they want to repeal and fix it, but they don't really want to fix it because they haven't really offered anything to fix it, particularly when they had the ability to pass something through both Houses and get it signed by the President. They really don't ever stand up to the insurance interests.…
