the House this week responded to the public's demand for strong, tough, and smart action on the crime problem. And we should be proud of the steps we have taken. We have fashioned a strong and smart anticrime initiative that balances punishment and prevention. We have voted to stiffen sentences and keep repeat violent offenders behind bars through the ``three strikes and you're out'' provision. We have joined hands with local and State officials by providing them with funds to build enough prison space so that violent offenders serve out their terms. And we have supported effective prevention programs such as the midnight sports program, which in my district has successfully kept dozens of juveniles off the streets and away from crime. Mr. Speaker, I applaud the efforts of Mr. Brooks and Mr. Schumer and the other Members who were so effective in fashioning this tough and intelligent response to the crime problem in our country.
