It is certainly important that we restore MOE requirements to this bill. H.R. 5 must be amended to ensure every child in America has access to a quality education. Mr. Chairman, this bill is so flawed that even this amendment will not improve it significantly. Therefore, I respectfully withdraw my amendment. The text of the amendment is as follows: Page 92, strike lines 19 and 20 and insert the following: (2) in subsection (a)-- (A) by striking ``such as the Early Reading First program''; and (B) by adding at the end the following new sentence: ``Each local educational agency shall develop agreements with such Head Start agencies and other entities to carry out such activities.''; and The Acting CHAIR.
