Let me begin by thanking Democratic Leader Pelosi for her confidence in me in appointing me as her representative to the farm bill committee. I thank Representatives Peterson and Lucas and Senators Stabenow and Cochran for their leadership in negotiating this conference report. Throughout this process, it was my goal to ensure a fair and balanced farm bill. While I do not agree with some of the provisions of this conference bill, I firmly believe it is a good compromise. Given how far apart we were when this conference began, I am pleased Members on both sides of the aisle and across the Chamber were able to reach a consensus and show the American people Congress can work together. The agreement rejects categorical eligibility, something that we have talked about for some time. The $8.6 billion savings in SNAP over 10 years--over 10 years--comes from a change in LIHEAP policy that would shrink benefits for approximately 850,000 households in 16 States. It does not eliminate a qualified household from access to SNAP, which was an important consideration on the difficult road to reach a compromise that prevents devastating cuts and changes to this critically needed program. This agreement also expands economic investment in low-income, urban, and rural communities. It provides certainty and sound agricultural policies for America's farmers and ranchers.…
