I appreciate the gesture on the part of the gentleman from Texas. Let me say that it has been a pleasure to serve with him on this subcommittee, and there are many matters upon which he and I agree and upon which we have worked jointly. In closing, let me just respond to remarks made by the chairman of our subcommittee, where he made reference to consolidation and elimination of small programs. We agree to that. We also have agreed to the elimination and consolidation of these programs, but we also support funding of the training programs, because they work. I want to just cite from the adult training program valuation: 'It is the only federally funded job training program that has undergone a major controlled evaluation. The national JTPA impact evaluation showed that participants earned 10 to 15 percent more than those who do not go through some form of education or training.' Those of us who have seen unemployment in our cities... this is a meaningful way of us trying to provide an opportunity.
