Yes, both the gentleman from California and I would concur in the gentleman's judgment that such a study does not reflect the critical needs and priorities currently confronting us. And even though the amount of money used to fund the Candidate Emergence Study may be relatively small, that $194,000 could have helped to address more significant needs.
