I thank Congressman Jeffries for reminding us that the United States makes up less than 5 percent of the world's population, yet incarcerates nearly a quarter of the global prison population. Thank you for also being on point and reminding us, Mr. Speaker, if we are to reform America's criminal justice system and advance efforts to break the cycles of incarceration in African American communities, in low-income communities, then we must unite and make sure that we pass real legislation.
