I want to make clear I am entirely in favor of some of this regulatory relief that hits small businesses, hits small governments, hits them hard. We are moving in that direction. We have several pieces of legislation. I know the Senator says we have gone back many years but we did not go back many years with this administration, let me point out. The problem with regulatory change has not been with the Clinton administration, with all due respect. The problem has been in the past administrations, Bush and Reagan, where we really did try to do this and it was blocked. So let us just make sure we understand that. I was part and parcel of that, in trying to get some changes. So we do have a different ball game now. We have an Executive order out from this President that says we are going to look at these things. He applies it to the bigger entities, so it does not go down to the level the Senator from Wyoming wants. And I want to take it down to that level. But I want to do it after due consideration in the committee, where we already have hearings scheduled. I am committed to this as much as anybody in this Chamber, including my distinguished colleague from Wyoming, to getting regulations under control. We are inundated with regulations.
