In all, the conversation that we heard from my friend from California revolved around the current system and how the current system works and the changes to the current system. But there is one very large dynamic that is being changed, and it changed under No Child Left Behind when we require school districts to disaggregate data and we require them to disaggregate the test data by subgroups including special education children. For a school to succeed under No Child Left Behind, all the sub-groups have to show improvement. And so school districts under No Child Left Behind are going to have to ensure that their special needs students are improving and showing progress. This is a dramatic change in terms of how we are going to deal with special ed students. And as a result, the changes that we are putting in the bill will allow school districts to have more flexibility to move this program to one that will bring results for our special ed students as opposed to being locked in the process.
