“I would point out the territories under the piece of legislation we are considering would get under title I $70 million. Under chapter 2, they will get $4,350,000. So I stand here among my colleagues asking you, the poor children of my district do not get extra money. The poor children in a lot of these districts in America, do not get extra targeted money. That is what in fact we are doing with this program. Once again, it is a little piece of political pork. But in this case, we have to call it educational pork. We went through this last week. Nobody wants to hear that word pork, but the fact is it shows up everywhere.”
