“I rise in strong support of the National Writing Project and in opposition to this amendment. I am committed to reduce federal spending. For instance, in 1993 the Citizens Against Government Waste gave me the "Taxpayer Hero Award" with a rating of 85 percent, the highest rating given to any Congressman from Pennsylvania, and the Watchdog of the Treasury presented me the "Golden Bulldog Award" for the seventh straight year. In our efforts to curb the deficit we must evaluate each program for its effectiveness. Although I understand the efforts of my colleagues to streamline federally supported elementary and secondary programs, the National Writing Project is one program that gives us the most bang for the buck. Federal funds are a small, but important part of the funding for this invaluable program. In my area, federal funds allow teachers and students from poor school districts to participate in this program who otherwise would be left out. Students participate in a summer program that enhances their knowledge and skills while being kept off the streets and out of trouble. Teachers throughout my district have participated in this program. Implementing what they learned into the classroom has had a tremendous impact. This impact is not just upon english class, but social studies, and even mathematics.”
