I would say to my colleagues that it is no surprise to anyone in this Chamber or to the American people that spending in Washington is out of control. Last year we had a budget deficit of some $1.5 trillion. This year we have a budget deficit estimated to be at $1.4 trillion. The American people are screaming at the top of their lungs ``stop.'' Yet here we are moving the appropriation bills that I don't think have been thoroughly scrubbed. I have made it pretty clear to my colleagues that one of the things that we have to do, if we are going to get spending under control, is go through every line item in the Federal budget and ask this question: Is this spending so important that we're willing to ask our kids and grandkids to pay for it? Because this year 43 cents of every dollar the Federal Government spends we have to borrow, and it is going to be our kids and grandkids that are going to get to pay the bill.
