my colleagues, on October 1, 1991, I stood here on this House floor and I said, ``What are we trying to hide from the American people? What do we have to fear?'' Today we have a historic opportunity to vote to open up the books of the U.S. Congress in a very open and complete way. We know that sunshine is the best disinfectant, and never in the history of this Congress have we ever had an open and complete audit of the books of this Congress for the American people to view. And echoing the comments of my colleagues who were involved with me, my six other colleagues, I fully encourage the Inspector General to not only do the fiscal 1995 audit, but I would encourage the Inspector General to look back, to look back several years at some areas of the Congress that have been called into question, LSO's the House restaurant system, the Speaker's contingent fund, the disposal of office equipment that has raised everyone's eyebrows, but we never have seen the details. I am pleased tonight to be here to support this very important part of our House rules.
