Before I talk about the bill that we have on the floor today, let me pay tribute to a colleague and friend, Patsy Mink. It is my understanding the House will consider and adopt a formal resolution this week honoring her service to our country, and I am pleased that we will have that opportunity to pay tribute to her in that fashion. Patsy was a vibrant, passionate, and effective voice for the principles that she believed in. She was a true leader on our committee, and I am deeply saddened by the news of her passing. As chairman of the committee over the last 2 years, we worked together on the historic No Child Left Behind Act, as well as bipartisan legislation to improve access to higher education for our Nation's youth. Patsy fought tirelessly for the causes she supported, and I think we are all grateful for her long record of public service. Her passing is a significant loss for our committee, the people of Hawaii, and the people of the United States. And I offer my sincerest condolences to her family and her constituents. She will be greatly missed.
