Mr. Chairman, let me again congratulate my friend from Michigan. This is a bipartisan bill that has been worked on with Members on both sides of the aisle to try to address the serious needs that we have in our teacher preparation programs as outlined in title II of the Higher Education Act. But as a side note, I need to respond to my colleague from Michigan when it comes to the issue of funding the Federal Government's role in education. We can look at this as a glass half empty, or we can look at it as a glass half full. Federal education spending over the last 3 fiscal years has gone from $28 billion for elementary and secondary programs to $35.7 billion for these same programs, including almost $400 million to pay for the development and implementation of the testing requirements under No Child Left Behind. We can look at title I. It has been increased almost 200 percent over the last 6 years. We can look at the last 6 years of special education funding having risen 300 percent. So when Members come to the floor of the House and suggest that we are not meeting our commitments, I have no choice but to stand up and say, let us be honest. We are doing our share. Could we do more? Of course, we could do more. But as I told my colleagues one day, I was elected to come to Congress and make decisions; I was not elected to be Santa Claus, and today is not Christmas.
