I voted for this bill, and I think if America is going to have true product liability reform, Congress should not stop it at the border. I think discovery and part of this process that we are discussing is very important. But I wanted to talk about another issue here. I keep hearing everybody come up here and afraid to deal with this so-called protectionist term, and let me say this, my colleagues, we are at war with several protectionist nations who continue to take advantage of our economy. I have heard the name of Buchanan invoked here earlier, and the tragedy is, while Buchanan will be cannibalized, the problem is he is one of the few guys talking about a major issue the American people are concerned about, and that is trade and the negative balance of payments, is Buchanan. I also say this to the majority party. There can be no program to balance the budget of the United States of America without addressing this negative balance of payments and many of these factors that contribute to it.
