we have today, as we speak, more government workers than factory workers in America. The House is referred to as the microwave, quick and impulsive; the other body, crock pot, slow, deliberative and wise. Quite frankly, I think it is really reversed here. I did not support the bill in its original form because of foreign ownership of these screening companies. I want to thank the leadership for including the Traficant language that requires American ownership of these companies. And there will have to be developed companies that will bid for those services. But, my colleagues, the Marines in Beirut had no civilian security. Terrorists are not easy to stop, and we are beating up on every screening party in the country. Quite frankly, a free enterprise system cannot survive with more and more employees. We right now have 50,000 American troops in Germany, and our borders are wide open. Is not the Border Patrol Federal employees? Do we not have 300,000 illegal immigrants in this country a year? Cannot a guerilla force of terrorists come through here with a nuclear device? I support the Young-Mica bill. More and more government? Bigger and bigger government? That is not the answer. The Young-Mica bill federalizes standards and supervision. And, by God, those companies that bid should be owned by American citizens, and this requires it. Right now there are not enough companies that do this.
