my bill, H.R. 3261, will change the burden of proof in a tax case. Under current law, taxpayers are guilty, guilty and have to prove they are innocent. A mass murderer is innocent until proven guilty, but not mom and dad, unbelievable. But what is more troubling are the numbers of Members that say they support it but are afraid to get involved, afraid to get involved. If Congress lost its backbone, what do you think is happening to the American taxpayers? We ought to be ashamed of ourselves. It is a sad day when a 125-pound woman named Mary Matalin of Equal Time displays more courage than many of the Members of this body. It is time to get back to the Constitution. Sign discharge petition number 12, and if Mary Matalin can take the heat, Members of Congress can take the heat. Find a backbone, Congress, find a backbone.
