I want to commend the Republican Party, the gentleman from Texas, the gentleman from Georgia, the gentleman from Ohio, and also along with the gentleman from New York and the gentleman from Maryland for this great bill. This is a great day. I want to also commend the Republican Party for beginning the dialog to change the Tax Code. By the way, I would like to see us reduce income taxes in half and couple it with a small sales tax, require a two-thirds vote to increase it, and exemptions for poor people. But let me say this today. In America, an American citizen accused shall be considered innocent until proven guilty, and the accuser shall carry the burden of proof in that matter. Where, ladies and gentlemen, in God's name have the bureaucrats been able to seduce Congress over the years to change that provision? If it is good enough for mass murderers, it should be good enough for Mom and Dad, our taxpayers.
