I am grateful also for the great assistance to me of the gentleman from California (Mr. Miller), the ranking member of the full committee, and the gentleman from Puerto Rico (Mr. Romero-Barcelo), the ranking member of the subcommittee. I especially appreciate that the committee has expedited my bill to assure the possibility of bipartisan passage on the House floor this month as a concrete way for the Congress to commemorate Black History Month.”
